The Vaccine Injury Support Program, now the Vaccine Impact Assistance Program, is a, the no-fault scheme with a 3-year window for vaccination injury or death. Many members were not even told it existed until the window was closing or closed. Veterans Affairs claims for vaccine-related conditions are frequently denied or recoded as unrelated to service, even though the shot was mandated in the course of duty.

So there's two closed doors to any type of compensation. The CAF will not attribute the injury, and VAC and the VIAP then treat the silence as proof that nothing service-related occurred. These members complied. They trusted the chain of command. They accepted a mandated medical intervention on the understanding that if they were injured, the institution that ordered it would recognize the injury and the care for them and their families. That promise was not kept. The physical injury is one wound. The moral injury is another. The experience of being discarded by the system they served. Hierarchy and a culture of obedience made it, make it cost to report a problem that might look like a challenge to their policy. Medical employment limitations and medical release can swallow that injury without ever having to name the cause.

The same centralized record system that should have produced a transparent force-wide analysis of post-vaccination cardiac events, clotting, neurological presentations, reproductive and gastrointestinal illness, and category changes has does not, in the experience of my clients, produce that accounting. Serving members who have been injured cannot safely speak for themselves. I ask this Committee to examine four things. First, the gap between the official adverse event accounts and the member experience. Second, whether the electronic health record has been used or not used to detect safety signals. Third, handling of Boards of Inquiry and obstruction of estate access to complete medical records. And fourth, access to the Vaccine Impact Assistance Program and to Veterans Affairs benefits for those injured while serving under a mandate.
